Delaware County Council is currently considering a 23% tax increase for residents due to a budgetary shortfall – but this increase can be avoided, or at least delayed.

Keeping Customer Rates Affordable

Aqua’s history in Delaware County dates back to 1886, and as a trusted water supplier, we take pride in serving millions of Pennsylvanians each day. We are committed to delivering reliable solutions that ensure affordability for all who live and work in Delaware County.

In 2019, Aqua and DELCORA agreed to a $276.5 million transaction to transfer ownership of DELCORA to Aqua.

Since that time, DELCORA has raised rates significantly more than they would have been if Aqua owned the system.

And, according to a rate analysis, customers will continue to pay less over time if Aqua owns DELCORA.

Strengthening Delaware County, Together

Proceeds from the DELCORA sale are a financial lifeline for Delaware County. Our proposal provides a strong solution to keep taxes and sewer rates down in Delaware County.

Upon approval of the transaction, Delaware County will receive at least $125 million in proceeds. These funds could help offset the County’s projected budget shortfall in 2025 and avoid or delay the need for a tax increase for residents. The proceeds also provide financial flexibility for future infrastructure or community investment projects.

Aqua’s Ongoing Commitment

Aqua will hire all DELCORA employees, honor all union contracts, and offer expanded professional opportunities.

Since 2019, Aqua Pennsylvania has invested more than $354 million to improve Delaware County’s infrastructure, including replacing aging watermains, installing advanced water treatment technologies, and stronger protections for the environment.
